It sounds like the fuse to the PCM/ASR. A common cause of this blowing is the wire to the rear O2 sensor. Sometimes it droops down and rubs the rear driveshaft until it gets a bare spot, this causes it to blow the fuse. Check the wiring to the rear O2 sensor wiring. You DO lose power steering when your engine dies because the pump is belt driven. The engine drives the belt. No running engine=no power steering. That's normal.

First you have to figure out what the fuse is for. There is a diagram in your owners manual that tells you what each fuse controls. Figure that out then we can be of more help. If you do not have afn owners manual try searching online for one. I found a pdf one for my car.
