Take it to a garage or a dealer. Since your state requires front plates, a dealer will probably do it for free.

Yes you do have to, Same thing happened when I moved to a state that had front plates. Most vehicles have a front plate holder specificaly for that vehicle. I had to get one for a talon and a dodge ram sport..cost me about 12 bucks each at dealer.

You can put the plates onto the bumper without putting holes in it. You could glue it or something (using a strong, waterproof adhesive, not Elmer's glue for children).

Yes they can make you put holes in your car. You are legally required to show one in front, and one in back. If you don't have holes in the front get a drill bit and make some, otherwise you will get ticketed.
