    I'm sure that there must be Public Transportation or a friend or neighbor or relative, that can take your mother for her doctors appointment. Most cities have public transportation for the disabled, make a appointment and they can come right to the door to pick up your mom and bring her home. Does your mother still have her drivers license ? With a permit you can still drive with a licensed driver, but you need to notify your insurance company. You! will still have to finish your hours. It seems your mother had a stroke 2 years ago, well how did she get to to doctor during those 2 years, when you were only 13 years old ? Best Wishes

No. While Hard to get to school may be an inconvenience, it is not a hardship. I doubt that you would qualify for a "Hardship" license but the only way you will ever know is to apply for one at your DMV. Asking here is NOT going to get such a license.
