Sorry, Indians need a pre arranged visa to enter Oman. The combined Dubai-Oman visa is for nationals only who are able to obtain a visa up on arrival when entering Dubai. Even when getting an Omani visa, the UAE tourist visa becomes invalid and to enter the country again as a tourist, a 30 days gap is required. No need to contact any agent.
