Tariffs and taxes on items other than personal income were a large portion of the government's revenue. So was the sale of land. Remember, at one time, the federal government literally owned most of what is the U.S. Most of that land was sold to individuals through documents called "patents, " which is a synonym for "deed." The income tax only came about after the government sold most of the land.

We funded everything with tariffs on trade. Import and export duties were our major sources of income. Social welfare programs did not get big in America until the 1930's during the depression we people actually needed help from the government I believe the Income tax was supposed to be a temporary thing to fund the first world war but it was kept in place becasue the government enjoyed the extra income. Do you support the fair tax?

Mostly tarrifs on trade, I think. Government didn't have a lot to do. And we didn't get much done. We died at the age of 45 from disease and poor nutrition so we didn't have to worry about supporting old people. People went to the poor house if they had a business loss. Organized crime ruled. Another thing that was different is that we didn't have much of a standing army. If we got rid of our military we could really cut taxes, but I don't see many conservatives calling for that. Oh, public schools were never funded at the federal level. Property taxes have mostly paid for those.
