What does the quote "Only the weak are cruel. Gentleness can only be expected from the strong mean ?

A person that has emotional weakness is often a person who lacks confidence and doesn't feel secure so they often lash out at others with cruel words or gestures in an attempt to feel powerful. A person who has that feeling already inately within them doesn't have to need to exhibt such rash behaviour.

This pertains to whatever the author was talking about....It makes me think of men that want power but don't know how to get it. They can do terrible things to try to become powerful. The other person mentions weak of character and that's it. People who are strong and able to command are the only ones that can be gentle. I don't agree with this quote generally so it's hard to explain but in certain circumstances it would be appropriate.
