Answer:
As already stated in another answer, "exempt" refers to mileage reporting. In most states, after 10 model years, you are no longer required to record and report the odometer reading at the time of the sale. Do note the it says "model years". So a 2009 car nolonger requires mileage reporting once the 2019 models become available. Some states do use calander years, so check with you Department of Motor Vehicles to find out your states reporting requirements.
