What degree should I get if I want to be able to travel around the world whenever I want, wherever I want?

Travel writing can get you to some interesting places--a friend is a travel writer, and he had degrees in English and library science--but even with that, much of the travel would be by assignment, so even then it's not really a "whenever, wherever" set-up. Unless your entrepreneurial and willing to go it alone, like Rick Stevens, almost any job will have restrictions.

Before the degree, I concentrate on getting a passport and very rich parents.

several options electronic engineering or applicable computer engineering. then you can fix the big medical diagnostic equipment. any degree and take the specialized training thru cambridge (tefol) and teach engl;ish as a foriegn language. both work i have already been to the czech republic for tesol.

The only job I can think of that meets your specifications is travel writer, for which you could probably major in anything as long as your writing skills are solid. It's not a very secure line of work, though: you have to hope that there's someone out there who wants you to write about where you want to go and will pay you for it. You're probably better off going into business and going where they tell you until you make enough to retire and travel independently.
