What tools would you use to create a Mobile app?

I want to create a mobile app that will run on all platforms - IOS, Android, Windows Phone, Blackberry, etc. Should i use something like Titanium Studio or PhoneGap? Write once and run on all platforms or should I create the app for it's specific platform? such as Objective C for IOS, Java for Android, etc. What are some of the factors I should take when deciding? What are most Mobile App Developers using to create apps for all platforms?

On a higher level, using a cross-platform tool such as PhoneGap will definitely cut down your development efforts/cost/time. When assessing if it's right for you, you need to take into account how much native functionality you need (maintaining many/complex plugins might be hard) and if you need all the graphic performance you can get.
