    You can choose either cheap or safe in Detroit, you don't get both. Try any of the suburbs and not the actual city.

Try one of the close in suburbs, like Allen Park, Lincoln Park, Taylor, Warren, or Melvindale. Stay out of the City completely. You'll pay more for car insurance, groceries, etc. which will eat up the difference on the cheaper apartment you might be able to find.
