The first thing you should do is make sure your speakers are wired in phase. Adjust the fader all the way to the rear. Adjust the balance control all the way to the left, then to the right. Do you hear more bass when only one speaker is playing, compared to when both are playing? If so, then reverse the (+) and (-) terminal connections on ONE of the two speakers. If your speakers are wired in opposite polarity, the result will be much less bass.

hook them up to an amp with a HPF and it'll be louder, with more bass

First check the settings on the headunit. A new head unit will not help that much, unless you have a really crappy head unit at this stage. Rather get an amp and build 6x9s into a sealed box/enclosure. The speaker's bass comes from the larger cone, while the mids and tweeters are situated in the smaller part in the middle of the speaker. Hope it helps

6/9 are not made for bass that what subwoofers are for and they require a amp

Have you tried adjusting the bass control on the head unit? Some head units have bass boost and loudness boosters that help improve the bass sound. If you're looking for a great deal more bass, you will need an amp and a sub.
