I hate to tell you this, but you'll probably have to pay bond and 4 weeks rent in advance. It's a dog eat dog situation finding a rental place in Melbourne. When the real estate agents open a house that's for let, they only open it for around 15-30 mins, and there are usually queues outside when you get there to look at it. If you go to look at a place mid week, they will usually also ask you for key money, that is a $50 deposit on the key. You could try looking for a share house, until you find a suitable place to rent. If you get desperate, contact Hanover Womens' Housing Services, they will help you to get into a place, but it may take some time. They might put you into emergency accommodation in the mean time. Another place you might be able to access some help and support is Sacred Heart Mission in Grey St, St. Kilda. If you are desperate. There's nowhere you can camp in Melbourne really. If you really want somewhere cooler, have you thought about looking at somewhere like Albury? It's pretty cool there in winter.

St Kilda has units for about $160-200 a week and its about a 25 minute ride on the tram to downtown or you could find a place in the northern suburbs, but some are expensive Also, Dandenong has cheap units also, but its about an hour on the train from Melbourne CBD

Unfortunately, if you are on a Centrelink pension you will have a very difficult time finding any accommodation to rent in Melbourne. You don't say where you want to live in Victoria, but you need to be aware that much of the State is very hot in summer, and that seems to be what you want to get away from. Anything inland, especially along the River Murray, will be hot in summer. As "OzNana" mentioned, Albury is cool in winter, but it's also very hot in summer usually above 30C daily. If you want somewhere cool you need to be on the coast. But before moving to Victoria do some homework. Find a few places you think you might like to move to, then check on the prices of rental accommodation in these towns. Try http://www.domain.com.au or http://www.realestate.com.au , then do some searches on the towns themselves, especially weatherwise, and see what will suit you.
