You are in the best place as far as economy, jobs, people and quality of life and you will find if you do move to England it is likely to be a shock to your system as people are not anywhere near as friendly, your quality of life will not be as good, the pace of life is a lot faster, jobs are not so easy to get and the weather is not so different........... I'd recommend you Liverpool or Manchster.
The cheapest places can be nice but it means there are few jobs. The nicest weather is in the South of England (However, we all seem to be suffering from prolonged unsettled weather during the last year). Unfortunately, it's not cheap. Bournemouth/Poole and Southampton/Portsmouth are quite big, so offer better job opportunities than many places. Their weather is better than average.

You won't find much better weather anywhere in England. The person who says move to the eastern side of the Pennines is wrong, it is colder on the east coast with more snow in winter. It is well known that the west coast, such as the Manchester area, is warmer than the east, but also wetter. Obviously the cheapest places are the ones with the least work, so it's a matter of striking a balance. I would still recommend Manchester as the place with the best ratio of job opps to affordable housing. The people are really nice there. To the person who recommended York - it's only cheap by London standards! It's much dearer than most northern cities because it's so touristy-y and heritage-y. If you want cheap, avoid pretty.

Most of England, Wales and Scotland have horrible weather too... And the economy still isn't brilliant over here. The reason being NI is in the UK. If you watched the news more often you'd see we are in a recession.

Southern, South Eastern, South Western and East Anglia have a much milder climate than Northern Ireland

Keep away from London and head North. Cumbria has a lot going for it with a reasonable cost of living and beautiful countryside and scenary, on the negative side we probably have the same weather as you do in Northern Ireland.
