    February and March may be slightly grim in the UK well cold, dark and wet or even snowy but that also makes for interesting pictures too, UK would be good in September too. Once excellent place which I love for photography is Snowdonia in North Wales, it is sometimes impossible to take a bad picture there! check out some images here http://www.andymcinroy.com/snowdon.htm. I think you best bet would be to get a book called The Rough Guide to Europe on a Budget it around $30.00 It give you advice on cheap travel and country information like festivals.
