Yes, Carnival does i am not sure about Royal Caribbean. On Carnival you have to have sailed 10 times. Then you will be considered a VIP member and have special privileges.

Royal Caribbean will offer a discount on future cruises if you join their anchor society (which is free) i am going on Freedom of the seas in August and got $30 off my cruise ticket. In your stateroom on the first night of the cruise you will find a welcome package that has discount coupons for things on the ship. At least, that's how Royal Caribbean works. This is my 5th cruise and i am loving it!
