Most cruise lines require a Deck Officer to hold an unlimited Captain's license. therefore after your maritime academy you need to get sea going time under your belt and do more school time and courses. Your maritime academy should have all the contacts to any seagoing company in any case. In most cases, people work their way up to 2nd Officer or higher on a cargo/tanker ship and then start as Deck Cadet on a cruise ship. Check the requierements for the position you are looking for online, with the various cruise companies, since each has different ones. In the end, how you get a job on any ship is the same as on land, you need to apply to the company. You can apply after graduation and you will start as a cadet and get a minimum wage but of course you will be able to climb the ranks as the years progress and you get more experience. just to add to what user what's his name said, there are plenty of British, Canadian and American officers, not many from third world actually, well not with our company and deck officers get paid very well actually.

you need experience first, cruise ship officers tend to be former Merchant Marines and NOAA sailors with years of practice.

There are huge differences between deck positions. If you were thinking of entry level deck officer jobs on-board cruise vessels, lowest position is Cadet. They might take you straight from the school, but competition is high, and third world county candidates lead the way with low requirements in terms of salary. As for Pride of America, hiring American crew only, you don't stand much better because there are only so many American flagged ships to work at.
