Are you asking if you need a Driver's License in addition to an FAA Private Pilot's License? In order to act as pilot in command of a civil aircraft, you need to have both. You cannot just buy an airplane and take off down to anywhere. There will be additional rules to include a valid medical, compliance with having specific training related to different airspaces etc.. Also, you will have to make absolutely sure that the plane is within regulations. It will require an annual inspection, weight and balance documents etc... I would pick up a 2009 FAR/AIM. That should cover pretty much everything.
