    RDG78 has the right answer. NZ is trying to sort out the ratbags from the mousebags, and prevent mousebags growing into ratbags. The 3 strikes rule seems very fair. Have you read it? It's a lot more liberal than the Californian Act of the same name. Banning gangs has been tried in the past but the wording of the legislation meant that such things as Lions, Rotary, Lodges and the like fell under the umbrella if one of their members had a conviction. The wording must be very careful.
