Japan has a permanent seat at the UN, or do you mean the security counsel specifically? They can't have a permanent seat on the security counsel because those members must be able to deploy combat troops to a foreign country, to do that, Japan would violate the peace treaty signed in 1945. If you want to work at the UN, get an undergrad degree in political science, a masters in history, and a PhD in international affairs. If you are in the top 3 of all of your classes, you may be able to figure the job application process through USAJobs.com.
