UN observers couldn't help the hundreds of thousands massacred in Rwanda and Yugoslavia in the 90s. When civilians are being killed its pretty obvious in the age of Internet. If you are attacked by a violent criminal and call 911 you would prefer armed police to come and save you not neighborhood watch to document the facts of your suffering.
