    Play this part of the scale, but SLOWLY. When I say slowly, I mean 60 bpm if it means getting all of the notes right. Use a metronome to play it over and over until you can do that. Then, bump up the metronome a little bit and keep playing it. Soon you will be able to play it with no problems.

The fingering must be right, or you will never be able to play them fast, but other than that, the only way is practice.

The only way to do it is to practice, over and over. Find out the best fingering pattern that works for you, and (I probably sound like a noob) relax your hand, don't lift it off the keys. You've got to play it right, over and over, and then start speeding it up. Give it a week or two, and you'll soon be pro :) Good luck.

Play whatever key the scale is in really really slowly. Play it starting from different notes, different intervals apart... etc. The more familiar you are with fingerings and key signatures, the better. ... If you can do it smoothly and beautifully without mistakes, play faster. Use a metronome. And then keep increasing your speed gradually. If you start making mistakes, try again slower. Also, move your hands/arms in the direction the scale is going... if that makes any sense.... be ready for the next set of notes before you use your thumb.... You don't have to do this all in a day. It will come with practise. Just don't overdo it-- some days are just off days and it's better to rest. I find that some fast runs that I've had trouble with can be played with ease after a few days of rest. You need to practice is slowly and precisely at first. It actually takes more control to play slowly. Then, you use your metronome and gradually increase the speed. Do not go any faster if it wasn't 100% perfect. Plus, you must make sure your fingers go down to the bottom of the keys in a quick-striking action and in the center of the key. Precision is the key.

Practise the scales by playing it slowly first, then gradually increasing the speed. To play the scales fast you got to have very flexible fingers so practise on that too (:
