Answer:
I always just write "Mazel Tov!" (Congratulations) But I found this cool website that lists all kinds of info on Bat & Bar MItzvahs... and what to write in the card: http://www.my-bar-mitzvah.com/best-wishes.php Here are examples from the website: May the Torah bless you, guide you and inspire you today and always. Congratulations on your Bat Mitzvah! --------------------------------------... Congratulations on your Bat Mitzvah. We are sure that this is the beginning of a great journey of Jewish Life. Mazal Tov! --------------------------------------... On Your Bat Mitzvah: Wishing you a hearty Mazel Tov on your special day when you are called up to read from the Torah! --------------------------------------... For You On Your Bat Mitzvah: May the light of knowledge guide your life with joy. Congratulations! --------------------------------------... Mazel-Tov on your Bat-Mitzvah May everything your heart desires on your Bat Mitzvah day come true, And may the teachings of the torah enrich your life for you.

i recently had my bat mitzvah and most of the cards said mazel tov. i actually found it kind of weird when people said happy birthday, because it wasn't my birthday, my birthday was in the next month, so i was only 12. Just say mazel tov, or happy bat mitzvah, and then good luck or something. if u give a good gift, she wont really read the card
You can say Happy Bat Mitzva. Wish her that she should grow up to become a true Jewish woman. Give her a gift that will last forever. Teach her about her Jewish heritage and the true beauty, privilege and spirituality of being a Jewish woman. http://www.aish.com/ http://ohr.edu/ http://www.simpletoremember.com/ http://www.gottorah.com/ http://www,ncsy.org (specifically for teens)
