But it is in your best interest to be classified as laid off, since there are more programs (schooling, training, etc)available to people who were laid off as compared to those who quit or were fired. No Heather, it is not their fault they are unemployed. Not everyone can pick up and move. Unemployment is for people who are unemployed through no fault of their own. There is a chance they will be approved. All depends on particulars. Sounds like they wanted them to move to another state.

Assuming the move was more than 50 or so miles (varies by state), then you would say they had lack of work - because there was no work for that person locally. If it was a reasonable commute, they hav to take the job. It's a lay off, which means lack of work in that location.
