Generally speaking, app stores with a higher payout have less traffic.  They are trying to compensate by attracting content by offering a higher rev share.  The one exception to this rule are carrier app stores, where the operator generally claims that providing exclusive access to their user base is worth a premium.

Several operator stores that are usually white-labelled by other providers pay lesser. The rationale simply is more reach!! There are some independent stores like Appia that pay out 80% for Android developers, simply to attract more of them. This requires no explanation to the developers anyways! :-)
