    Very vague here... If you are a young person seeking your first job, approach teachers for these letters. They love to write them and help their students. If you have been in the workforce for some time, you will find people who will write them for you. Just ask. Make sure that you have set up references before an interview. Ask around and get three to five, even from friends, if needed. Get letters in advance, and make sure that your references know that they might get a phone call. What are you that bad at your job. Only joking, read on. Most managers, team leaders will give references, but these days pre-written references are rare, most will expect a phone call or a pre printed form with questions already on it. Most HR departments will just ask for a couple of names and addresses with telephone numbers, but ask the person first if it is okay to give their name as a referee, out of courtesy if nothing else.

Your previous employer cannot refuse to write you a reference. However it does not have to be a glowing report so beware. It might be best to say your last place of employment whent out of business. Nothing to do with you though
