How do Americans get personal liability insurance when they travel internationally?

I browsed World Nomads' offerings for various countries (Euro, UK, US, Australia) and also I browsed various (UK and US based) travel insurance policies for non residents when I found that in every part of the world the two main benefits in a travel insurance policy are: - emergency medical cover - in the range of millions - personal liability cover - in the range of millions as well Except for the US, where you get only emergency medical cover but no personal liability cover. I don't know much a bout the US system but how they get personal liability covers? Perhaps their home insurance policies cover for overseas incidents? The reason I am asking is because many US companies also offer travel insurance for non residents as well but non residents may want personal liability cover as well as it is given with insurance policies based in other parts of the world.
