What is the difference between releasing location-based app with a privacy policy as an individual person or as a company?

    The biggest difference between a company and an individual is that you can separate your resources. If a company gets sued, only the companies resources can be targeted, not the resources of the owner. On the other hand, if an individual gets sued, everything they own is at risk, plus future earnings. Not entirely relevant for a discussion about privacy policies, which aren't really contracts. But if you fail to meet your promised policy, you can be sued for false business practices.

I don't know Russian laws, so take my answer with a grain of salt. In most Countries' privacy laws, there's no difference between a data controller that's a company or an individual. You just need to identify - in your privacy policy - a data controller (individual or company), responsible for the personal data collected, that the data subject (the user) can contact and refer to.
