    You can't be a counselor until you're at least 18. If you're 16, you qualify for what most camps call their CIT program (Counselor In Training). You don't get paid for this -- in fact, most camps charge for attending -- but what it does is train you to become a counselor when you're old enough. Have your parents help you choose a camp (it's easy enough to find them with a Google search) and then look at their Web sites for information on their CIT programs.
