DO I need to include a cover letter when applying for government jobs?

For most jobs, yes. However, it is not called a cover letter. It is called a KSA (Knowledge, Skills, and Abilities). The one good thing about a KSA is that it will ask you for more specific skills, while a cover letter is more general and vague.
