Civil Engineer or Air Force Officer as a career?

I don't know if I should Air Force ROTC in college because I plan on majoring in Civil Engineering and I would make more as a Civil Engineer than Air Force Officer

Do the ROTC and get your civil engineering degree AND military experience. Then when you get out, you'll have access to many more federal civil engineering jobs than you would otherwise, especially if you manage to get into a civil engineering position in the air force, because you will get much better experience there than elsewhere. Just Google "air force civil engineering" to find out more about it. AF civil engineers even have their own magazine.
