Just about anything -- health, sociology, psychology, public policy, journalism, public relations -- and if you want a high-level federal position, you need to think about a Master's Degree. Look at www.usajobs.gov for jobs you would like to do, and look at the degree and experience such require -- that will give you something to shoot for.

I know with provincial governments the skills are - Financial/Management -Medical (Hospitals ae under thr Dept. of Health) - Computer programers. (Not techs, just programers) If your state has an online job board, check it out and you can see what sort of things are being looked for.
