How can i get a job in a clothing/shoe store with no previous retail experience?

Apply everywhere. No one is born with retail experience - everyone starts somewhere, so that 'requirement' is a flexible consideration. It may be that the employers would prefer someone with your age, maturity, and other skills over a kid with recent experience. But you will never get a job unless you take the time to make the application, so don't disqualify yourself from any job - let the employer decide.
