You ALWAYS put the cover letter on top so that when its unfolded from the envelope, the reader sees that first. Make sure its error free and well written or you may as well not have bothered. Remember to also include in your cover letter your positive upbeat interest in the business you are applying for and ensure you know something about what they do so that you can field any questions which come out of your submission.
