How can you make good cartoons on a computer for free?

How can I make cartoons/animation using a computer or laptop?

  Since you're just starting out, I'm going to suggest the cheapest possible setup. First, you should probably invest in a drawing tablet. Animating with just a mouse would be very frustrating.
