    Greetings. I have the experience and have and worked many a surf contest. The very first thing you should do is look about the permit to hold a contest. Once youve done that you need to set a date and secure the space. Before you set the date you may want to put together exactly what you want to do as far as the contest is concerned, like divisions, age groups, categories as in pro or amateur and you will ned funding. the first thing is find sponsors, request for permission to the local government sometimes you only need to write a letter for them and thats it. I recommend you to start with local contest only with surfers of the beach you want to run the contest as a test before to make a bigger event because. the surfer always say we should have an event but not all want to participate, so its better to run a small contest an see what happened with this test you will not need huge budget.

Cost a lot and is very hard for starter companies, i tried to haha didnt work. you can hold a sorta private comp by putting people in rash guards and sending them out into the local crowd or do it at a secret spot, but you cant really legally do that, look up the laws on that in your area
