Answer:
Depends mostly on the board type. Fixing an epoxy board is similar to fixing a fiberglass board, but it's a little more work. For either type of board you can purchase ding kits that will come with a small amount of everything you need. As for sanding, use a medium to high grit sandpaper (100-200 grit) and just scuff up the area. Then you can use whichever patch material (glass and epoxy resin or just epoxy resin) is appropriate to patch the area. My ding kit has light activated epoxy so I patched my board sitting on the beach. I used sand and water as sand paper once, and it worked just fine. With the light activated epoxy, it takes about 15 minutes to set and harden, then you're back in the water. Other resins will take from an hour to 24 hours to set, so make sure you know which one you're using.

The second answer is correct. That would be the easiest way. It also has instructions given in the package with purchase.

Since you didn't say what the exact problem you want to fix is, I suggest you read the chapter on board repair in my online surf book (Ch 7). Gives you a lot of information on fixing about anything. It sounds like you want to re-gloss? If this is the case, follow the directions provided but understand that your board will be heavier now matter how much of the original finish you sand off (unless you sand clear through your glass). If you are making a simple repair, you only need to rough up the repair area with a light grit sandpaper, add your sun cure or resin filler, and then let it start to harden. Sand with a light grit until smooth, then buff out for a shiny finish. There are also many other sources, with pictures, on how repair boards on the Internet. Take a look in the repair section of the surf library.

You probably need to glass it first and then sand. I'm sure you can find a restoration site if you do a search.
