You are probably going to need to hike yourself over to a national forest in Virginia, like George Washington National Forest or Jefferson National Forest, to find free dispersed camping. There are many areas in national forests that do not charge an access fee. Fee areas do not charge for "parking" by federal regulation. Fees provide funds for "improvements," like removal of trash and other human waste.

me and some friends camped in a random felid last year... i think it is classed as iligal but we picked a quite spot behind some trees and kept the noise as low as possible, you should be allright as long as it is near no houses, have a good prom :)

You can camp on most federal lands for free as long as you don't use an established campsite. If by public parks you mean ones that are maintained by local governments, most of them close at sunset, so you can't camp there.
