Actually, you only need Pandora for PSP if you above 3.52 firmware. All of the other ones can be downgraded with save data on games, e.g. Lumines and GTA:LCS. But still, apart from that, it's not possible, because of Sony's firmware update. The Pandora tells the PSP on startup basically to load all of it's system files from the memory stick instead of internal memory, and then that firmware is installed onto it. Quite clever :). Over at Acidmods.com, there's a good service where people can send you a Pandora for free and then you return it. The only thing you pay is postage.
