    Try to remove the folder located in C:/Users/"Your user name"/Documents called EA Games. This will remove your savedgame but may help the game loading. P.S. If you want to delete only the downloaded things, Delete the folder here: C:/Users/"Your user name"/Documents/EA Games/The Sims 2/Downloads.

I also had this same problem until I right clicked the game and picked Run as administrator than it seemed to work fine for me. Try that.

It might be the video game it's self. If you recently purchased it you should return it for another one. Try that out first.
