PC would be my recommendation but only if your computer can do it properly (high settings). It's modable on the PC which can greatly expand it's content and playability but if you don't know if your computer's capabilities then go with the PS3 version, though I will pity you if you have to go that route.

defo get it on pc so long as your rig can handle it: 1.mouse aiming is much better than using a silly controller. 2.graphics are better on pc (depending on your graphics card) 3.loading times are better on pc 4.you can apply mods on pc 5.consoles are for noobs.

Unless you can run the game on your PC at the best settings for the best visual experience, I'd stick to the PS3 version. Having it on the PC would be basically for that one purpose and maybe to mod it, but if you're uncertain about the capabilities of your PC stick with the console version of Fallout 3, this way you know you're getting the highest possible visual settings from your console system.
