There are two answers 1) Your graphics card isn't good enough for GTA 4 2) You have a old version of GTA 4 GTA 4 was a complete fail when they put it to the PC, in later updates they fixed major lag and stuff, buy a better GPU or make sure GTA 4 is on the latest version...

Happened with me a couple of times you just need to download a Patch for the game, youl get it on torrents... use the crack with the patch to start the game..... -Worked for me.

Because gta4 for the PC was a complete bust by rockstar. They ported off the consoles, and it was never optimized for PC. Short of recoding the game. There isn't really much you can do. My PC is a monster. (I can play battlefield 3 on ultra at 50 fps). But I can't play gta4 without major lag problems.

Same thing happened to me. Paid $20 on steam and its so laggy can't even walk around. It's just too big of a game to run o a CPU that isn't made for gaming. Try a simpler game. The city of NYC can't run on a single CPU.
