    you're going to need an actual video card from ATI or Nvidia. Intel GMA 3100 are integrated graphics which is not good for playing these type of games.

It's your graphics processor. Very few modern games support using Intel integrated graphics. No amount of reinstalling or driver updates can do anything to make a substandard GPU suddenly able to render 3D graphics above its capabilities.

Its probably from your video card drivers. Check and update them as necessary. And the Game specifications say it requires Video card of the NVIDIA series. Not Intel. This might be a palpable reason. If the problem persists, re-install GTA; or format and reload your drive... otherwise you'll just have to contact Rockstar because it might be a hardware problem.

Your OS might be the culprit, maybe if you try using xp there is a possibility that your game might work if I'm not wrong.
