It would be the PC because the PC can get upgrades via hardware, graphic cards, etc., while the PS3 is stuck at its current configuration. There's no hardware or graphic upgrade. But the best PC out there now is barely better than what the PS3 is capable of. I think programmers are just starting to see what the PS3 is capable of.

It depends on the game. Crysis might edge out ps3 games in terms of overall graphical effects and eye candy, if you run it on a GeForce 8800gtx. But on the other hand as a pc game it isn't as efficient-running as many ps3 games are already getting. There is more to a game looking good than just the number of shaders and other graphical tricks; it's gotta RUN good too. The ps3 is well designed for this because its CPU, the Cell Broadband Engine, is built for handling multiple tasks including graphics with blinding speed. Regular cpu's don't do that, the Cell acts more like a graphics card in that it is geared toward generating high flops. So it contributes significantly to the ps3's graphical output. The ps3's system ram, 256 mb of 3.2 gHz XDRAM, adds to its ability to drive a 3d game engine very fast. The ps3's gpu is a custom made Nvidia, resembling the Geforce 7800 but in performance benchmarks roughly equivalent to a geforce 8500. Not an 8800, not an 8800gtx, but still dx10 capable I'm pretty sure, and combined with the Cell, it makes for some mean looking graphics. Considering all that, it would also depend on what you consider the "best graphics" to be. Most eye candy? Most real looking? Highest framerate? Most shaded pixels? There are a lot of ps3 games that could claim to be as good graphically as any pc game. Heavenly Sword for instance. Uncharted Drake's Fortune another. So comparing them depends on subjective criteria. I think ps3 has the advantage since developers can make more money from the platform than they can for pc. That means developers spend more time and labor making the games better. Like GTA4 or Metal Gear, or Gran Turismo, all huge expensive projects. The RSX won't be obsolete until dx11 rolls around, so the ps3 will remain competitive with pc's unless pc's start using Cells for cores, which isn't very likely since the Cell isn't good for multitasking
