San Andreas, definitely. 4 has better graphics, but San Andreas is a LOT more fun.

I would recommend GTA San Andreas - I never got tired of playing it. Once I got bored playing GTA 4, I went back to playing GTA San Andreas. Even in the days leading up to the release of GTA 5, I was playing GTA San Andreas everyday. Go with GTA San Andreas - you won't regret it. :)
