Like most husks they are primarily cellulose. Probably flammable (never tried). "used as biomass" .... biomass refers to biological material used as an energy source. So you could burn these as an energy source or perhaps use cellulosic ethanol technology to make ethanol fuel. I don't know the total amount of rice hulls available but I don't think it's a major source of cellulose compared to rice stalks or corn stalks for example.
