What is a permalink on Flickr and what do you do with it?

What does "permalink" on Flickr mean, when someone post a comment? How do I reply to comments?

  Jenigoose - the word "permalink" is underneath every post on flickr. When you click on it underneath one of your comments, look in the address bar. See the URL? That is the "permalink" for that comment. It means if you want to direct someone to a specific comment, you click "permalink" and then copy the address in the address bar, and paste it wherever you want the link to show up. Like this: www.flickr.com/help/forum/50609/#reply28... Now anyone who clicks on the link in my comment will be directed to your comment two posts above. Having the "permalink" underneath the comments just makes it easier for people to link to specific comments. But they will be able to see any comments posted after it as well.
