How to create a Simple English article for a Wikipedia page?

Transwiki import, the function Brambleclaw suggests, probably won't be of much use to you right now. Basically: where the url says en.wikipedia.org/wiki/page replace "en" with "simple", and go to that page. Create it there. At the bottom of the article, add [[en:page]] (with page being the page name) and that will ensure that it will show up in the list of languages on the English Wikipedia once a bot updates it.
