    You do not need permission of the author to create an article about his webcomic, as long as you're not putting any copyrighted things on the page. However, the webcomic has to be "notable", which is sort of a gray-area. If you have an account, you can also create a "rough draft" as a subpage of your userpage (like [[User:Example/Webcomic draft]]) and ask people to comment on it.
