Some images, particularly those representing copyrighted material such as software, film, television and other media as well as trademarks like logos, then these are only used on Wikipedia under "fair use" laws. No, they are NOT copyright free unless the copyright has expired. Period. However, the copyright owners can offer a royalty-free, perpetual, non-exclusive license to everyone for any uses they like. If you are sued because you falsely believed the copyright owners had posted a picture and given you the right to use it, that won't get you very far when you're sued by the actual owners for up to $150,000 for each image. Saying, "released to the public domain" does not terminate the copyright, but would make it very difficult for the copyright owners to enforce the copyright, if you can actually prove they were the ones who said it.
