    I am not sure about wordpress for publishing this type of site but I do know I have used it across many, many industries for tons of different reasons. I am not sure what this one site I found not long ago is created with but I enjoy the format and it is incredibly user-friendly, fast and has plenty of social options. I'll add it to sources and you see what you think.

If budget and time allows it I would consider a plugin or more than one plugin that helps you to adapt any theme into a classifieds websites. ClassiPress is probably the one to go for if your on a budget and your not trained in PHP.

If you are publishing yourself then whatever platform you know is best. Sounds like the best thing you can do is look at other sites doing similar things, and create a design similar to the one you like best. Then you need to generate hits (read "SEO for dummies") , and see if you are successful (embed Google Analytics in your page, checking the hits come from your intended catchment area).
